Game Steps

Step 1: Starting state. Each city holds only 1 player's house (10 Elektro cost). Normal power plant market rules.

Step 2: Triggered when someone builds their 7th city (6th with 6 players). Cities can now hold 2 houses (15 Elektro for 2nd slot). Lowest power plant removed each round.

Step 3: Triggered when "Step 3" card is drawn. Cities hold up to 3 houses (20 Elektro for 3rd slot). Current and future markets combine. Signals endgame.

Rounds

A round is one complete cycle through all 5 phases. Each round, all players take turns in each phase before moving to the next.

The game continues for multiple rounds until a player triggers the end condition by reaching the target city count (varies by player count).

At the end of each round, the resource market resupplies and power plants may cycle based on the current Step.

The 5 Phases (per Round)

1. Determine Player Order: Players ordered by most cities, then largest power plant as tiebreaker. This order is used for auctions.

2. Auction Power Plants: In player order, each player can start an auction on a plant from the current market, or pass entirely.

3. Buy Resources: In REVERSE order, players buy coal, oil, garbage, or uranium from the resource market.

4. Build: In REVERSE order, players expand their network by paying connection costs to reach new cities.

5. Bureaucracy: Players power cities for income. Resource market resupplies. Power plants cycle.

Game End Condition

The game ends when any player connects to 17 cities.

In the final round, all players complete Phase 5 (Bureaucracy) and the winner is determined by who can power the most cities (not who has the most cities connected).

Ties are broken by: most money, then most cities connected.
